Most often when this happens the "clockspring" behind the steering wheel is broken.
This piece is a plastic ribbon with wire impregnated in it to carry current for the circuits you are asking about. It looks like a clock spring and winds and unwinds as the steering wheel turns.
Sometimes the plastic cracks and the wires break.
To change it the steering wheel needs to be removed. Proper sequence of repair is required. Especially when dealing with airbags which can cause serious injury if detonated.

The problem is the clockspring, there was a recall for thoses, check with a dealer for warranty, they extended the warranty on thoses because of the problem. Chances are there is a driver airbag squib code.

This is definitely an issue with your clockspring. The clockspring is a device in the steering column that provides electrical contacts for horn, cruise and airbag. The good news for you is this part is covered under a Chrysler warrantee / recall.
