Generic problem for all PC Desktops

I have a window xp macantosh and all off a sudden i lost every thing, when i put the computer on it takes 10 minutes to loog on the internet it has to go trough a securety system before your in but i have no control panel sream you have to understand that i dont know much about these thing could you please help me to fix this problem thank you.

Wizcan you start it in safe mode
push the F8 key at startup before xp loads
