you can do that nicholas...all that you need to do is to disable the DHCP in the belkin router...this makes your router into a switch...so that your computer will get a global address...but the problem is that you cannot access online simultaneously from two computers(which you are doing now) connected to the router...also you wont be able to access local computers, as one of the computer will get global address from ISP and the other computers connected to the router will get ip address in the range of 169.254.X.X...if you disconnect from the internet, the next computer in the network would be able to go online....
All of the settings and information will be available on the manual, which can also be found here: http://cache-www.belkin.com/support/dl/p74880-d_f5d9230-4_manual.pdf
You can login to the router by going to the address: http://192.168.2.1
If you are going to be using wireless connections, you should try enabling WPA. Or if you are not going to be using wireless connections, it's best to lock the network itself. Once again, you can find much more valuable information in the manual.
if you connect the modem directly to your computer, Does it work ? If you are not able to go online when connected directly to the modem then you will need to call ISP. If you are able to go online when connected to the modem only then you will need to check the settings of the router. Click Here for more info about routers
It's a wireless interference problem. To resolve that, you must change the router's wireless channel by logging in to the router's admin page http://192.168.2.1 you can change it under the Wireless tab. Set the channel to 11 and save the changes. Try to power cycle the router after that.
the PS3 connects to router via a crossover cable yes?
you may need to manualy set the PS3 as a trusted acception in the routers security system, (using either its MAC address, or its set IP address if u manually gave the PS3 one)
