Generic problem for all GE Dryers

GE dryer will not start.

My electric dryer will not start. When I turn it on, the lights flash in sync with a click, click, click sound. It has done this before, but would only click a few times then start tumbling. It reminded me of a car that won't start then eventually turns over. It's a new (about 3 months) dryer. The only thing different about its installation is that it is not vented straight outside through a wall, but uses a lift system to vent it through the attic then out a side wall.
