I recently got a 1600x900 monitor and on the display properties there is no 1600x900 option. What do I do

If the monitor came with a drivers or profile disk, make sure to use that. Also, make sure the video card can run at that resolution. Check with the system or video card manufacturer.

You may want to post what kind of (a) system (for instance, "HP Pavilion D1321" (to make one up) ) and/or video card (from display properties - "Plug and play monitor on nVidia MX400") as well.

PC max screen resolution far below optimum of samsung widescreen 2.1" monitor. Can either be adjusted further and how? should it?

I personally doubt you have a 2.1" monitor, since I have only seen 2.1" monitors in cell phones xD. Maybe you were trying to say 21".

Second, try to be more specific. Tell us your OS, graphics card, etc so we might be able to bypass useless questions.

Now to your problem, first of all make sure your graphics card has its latest drivers, if you have ATI or Nvidia card then you should look at their website, or look at your card's manufacturer website. Then, and only then, right click on the desktop and click on preferences (personalize under Vista). Then go to display settings and once there select your resolution. The best setting is usually the biggest resolution that appears on the list, though ONLY if your card got its proper drivers. If not, you will get a bunch of *probably* incompatible resolutions. Hope that helps.

Call them as these monitors have a 3-year warranty. No receipt? They will accept your word regarding your purchase. I have two that failed exactly the same way. I called 1-800-SAMSUNG and they gave me the choice of an exchange pair sent directly to my house (requiring a temporary credit card deposit) or by having the exchange pair sent to the UPS store where I would swap out my bad units. No receipt. They merely asked me when I purchased it so they could have it for their records. Manufacture dates such as your (March '06) and a purchase of September '06 are not far fetched at all.

That is perfectly normal - it is scanning the inputs to find ALL cables/device plugged into it. My New Samsung 2433 does the same thing.

Setting up dual monitors with NVIDIA 7300 GS Graphics Adapter

so...
your computer don't recognize your nvidia graphic card in PCI Express slot.
you are runing now with computer's integrated graphic card?
if so then you won't have dualview option. in this case it looks for me like you've installed in the wrong way your graphic card.

your NV GeForce 7300 GS has 2 video output?
if yes then you should have the option for 2 monitors on nVIDIA control panel (i have check my nVIDIA GeForce 7600gt and in my case this option is present but is enabled only if i connect the second monitor, so try do so)

you have installed the latest nVIDIA drivers from the official website? http://www.nvidia.com/Download/index.aspx?lang=en-us

check if your video card is corect installed start/run type in " devmgmt.msc ". it will open device manager and under the display adapter tab you should see what video card you use now.

Laptop Video Card/Monitor

Could just be a driver glitch. Uninstall the video drivers from the device manager, then reboot. It will find and reinstall them. If this doesn't work, then replace the video card. Bellow is a link that may help if you want to replace the card on your own, it shows breakdown diagrams for laptops.
