Standby light stays on, only static through speakers

This is a audio output problem in the receiver causing a load and engauging the protection circuits to kick on, check the speaker wires for shorts, if okay! you will need a professional to assess the damage and the cost to repair.

My starter was replaced and the radio reprogrammed itself and now it's asking for a 4 digit code in order for the radio to play.

You need to contact a local dealer with your car VIN and they can assist you with this. Sounds to me like the radio is in the theft mode since the power from the vehicle was removed to replace the starter.
