PC keeps restarting - cannot get into safe mode or...

My HP desktop keeps restarting in normal mode. When I go into safe mode it gets stuck and never makes it to the desk top.

I have not recently installed anything new. Even if I could I wouldn't want to do a system restore to an earlier point as I'd JUST downloaded my daughter's first birthday videos onto the PC and erased them from my camera. So I have no backup for those precious memories which can't be replaced. :(

Any help is TRULY appreciated!!!!
