With a bad hard drive you have a few options. If you have valuable data on the drive that you want to retrieve, you could make a BartPE disk from a working PC. Their website has step by step instructions on how to do this. this way you can boot to a CD and browse around your files and copy them over to an external hard drive, finger drive, or floppy disk. Just google BartPE. Alternatively you can go buy another drive from bestbuy, install it as a master with the defect as slave. Install windows on the new and once it's all up try to browse the old drive to recover the files.
If there is nothing on the drive you want, toss it, buy a new one and reload windows.
