The webcam is a dse usb 2.0 (xh7768). DSE is short for an electronics company in australia call dicksmith electronics. It came with no installation disc so think it maybe a microsoft problem but as usual they are no help
Here is support page for your camera with driver and firmware download.
If camera is fine install driver, NOT firmware.
Unzip and install driver software with cam USB NOT connected to computer, this is important.
If camera still does not work you can install firmware, if computer crashes in mid of firmware install, this will badly damage your camera.
