Generic problem for all Standard Televisions
RCA 31" TV pakes high pitched chirping noise

I have a 31" RCA TV Model# F31665 (service # F31665 YX1) that makes a chirping noise when plugged in. I replaced the flyback and that did not solve the problem. I listened to where the noise was coming from and heard it near the power transformer. I replaced the transformer and still the same results. I have soldered some loose connections and nothing. What am I missing?

the horizontal output was shorted thanks for the help!

WizDid you check the Horizontal Output transistor to see if it were shorted, and also check the MOSFET of the switching power supply.
