Did you put in the right type of RAM? many times this will happen if the wrong type is installed or if one of the sticks is bad, OR if it's too much ram for the motherboard to handle. The older systems that run with SDRAM will only go up to 512MB.

1) Could be a bad Power Cord
2) Could be that the inside of the computer is dirty. (Power UNPLUGGED from computer. Observe Anti-Static Precautions)
3) Could be a bad Power On switch, or a bad Power Supply.
There is a test to see if it's the switch, or the Power Supply, if you wish to know.
(The Power On switch is located inside the plastic Power On button, in the Front Panel. {HP term > Bezel}

The test involves bypassing the Power On switch.
IF when bypassing, the Power Supply comes on, the problem is the Power On switch.
IF when bypassing, the Power Supply does Not come on, the problem is the Power Supply.

The jumper wire goes from the Green wire, (Soft Power On. Also abbreviated as PS_ON), to ANY Black wire.
ALL Black wires are ground wires.
There is a proper procedure for this, and it does Not involve any splicing, or cutting of wires.
