I would appreciate your help to write a letter to a service company , who did a bad service.I call the lady many times and she never call me back and I am still waiting for the proof for service for a divorce proccess. I asked her to serve my husband within a day, its about a week now. I dont want to pay for the "rush " service and also expect a discount for the delay.

It seems to me that the company servicing your timepiece (Rolex or otherwise) must have missed something or did not properly service your timepiece.
You are correct that your watch should not require service every ten months. After servicing, your Rolex, like most all automatics, should run properly for 3-5 years depending on environmental conditions. Our Rolex service offers a one year warranty, and if any issues present within that time, the service is free.

It sounds like the phone company pulled some shady salesmanship
this would be an example of an invalid debt.
contact the debt company in Writing that this is an invalid debt for goods and services that was not received, that you have proof that the goods were not received and that the phone company is attempting to bill you for an invalid contract.
