Unfortunately there can be several reasons for your AC-14000E portable air conditioner not cooling well. As with most portable air conditioners the filter grates on the rear of the unit can be removed for cleaning. When those are removed you may be able to clean some portion of condenser coils. There is also the possibility that your portable AC has a refrigerant leak in the system and will not be able to cool effectively without a repair (which usually costs as much as a new portable AC). Portable AC's are not designed to be recharged and operate on a sealed refrigerant line so even finding someone able to repair it may be a challenge. Your best bet is contacting the company you bought it from and talking through some solutions, they most likely have experience with these units and should be able to help you.
First, start by cleaning the air intake filter. This alone can make a significant difference. Check the exhaust hose(s) for obstructions. Also make sure that the hose(s) are not drooping to much. As this will trap moisture in the hose(s), rather than exhausting out the window.

Breaker tripping likely from a loose or bad connection. Wire is getting over heated from not being tight. CAREFULLY INSPECT ALL CONNECTIONS. Including inside the disconnect box outside. There are 3 possibilities beginning with the most likely problem
1) If your heater heats up for a few minutes and then quits, chances are there is a blockage in the air flow, check for dust and grime blocking the air intake coarse filter , airgun blow to clear accumulated dust and otherwise clean the coarse filter .
2) If the heater fan blows but there is no warm air, the heating element needs renewal ( this happens very rarely)
3)If the fan stalls and the heater heats up and the thermostat kicks in, then this will be not be a DIY job. This is least likely as you said the air cooler works.
Behind the filter there should be a small metal tube that senses the temp. entering the unit sometime this is too close to the metal fins and sense the cold from the fins and not the air coming in. Make sure this is away from the fins and try a different temp. setting.And relocating the unit. These units tend to give off more heat that cooling because the hot air is returned to the inside of the room and not vented outside like window units.This is an EdgeStar 12,000 BTU unit, correct?
