Keyboard and mouse not working

I got my computer off a friend and once I set it up, it only goes as far as the Green Acer screen which on the right bottom corner says:
Del: Start Set up F12: Boot Manual
But my keyboard and mouse won't work so I can't any further. Their both USB and I've tried them in all ports but nothing. Thing in when I went to pick it up, it was already set up and the Mouse was working. Not sure about the keyboard...
Does anyone know who to help?? Its got Windows 2003 installed..
