If you have hard water, glasses can look spotted and cloudy even after cleaning. Sometimes changing the dishwasher detergent can help. The easiest solution to clearing up glasses that start to look cloudy is to add some vinegar to the bottom of the dishwasher before you start a cycle. Simply add 1 cup of white vinegar and it will clear up your glasses very well.
You should see marked improvement after the first time you do this. If they are not crystal clear then simply repeat the process until all of the cloudiness is gone. In fact I recommend to using a little vinegar in each cycle to maintain the clarity of the glass.

Note: you can pre-test this by rubbing some vinegar on an individual glass with a cloth. If you cannot remove the cloudiness by soaking it and rubbing vinegar on it then it is possible that the glass is etched due to harsh or cheap dishwasher detergent and vinegar will not solve the problem.

White film deposits are observed if water is hard or when you are using more detergent than needed, try filling detergent cup half way. Try using white vinegar after the wash cycle is complete, run a complete cycle. Also turn down the heat on the hot water fed to the dishwasher. Try using water softener for better results.
You can also add vinegar in the final rinse cycle. Make sure that your soap dispenser drawer is opening and closing fine.

That sounds more like a problem with your soap not disolving completly. Try these few simple things. First, run your hot tap at your sink until it gets hot, then start your dishwasher. What this will do is ensure that your "prewash" is using hot water.

The next thing, is you want to select the "heated wash" or "hi temp wash" option with a "normal wash" cycle. What the heated wash will do is ensure that during the main wash the water gets boosted to 140 degrees wich is the temperature that your soap breaks down at.

White film left on dishes is a classic indication that the soap has not disolved or broken down completly.

ok i run a appliance repair company DENTON appliance and your problem is simple you have a water temp problem the are two thermo sensor under the bottom of the tub one or both are bad causing the heater not to come on to heat the water. it could be a bad heating element but you would be able to see a burned spot on the element. it takes hot water to remove the soap film this should fix your problem.

There is a heavy film on my dishes. I have a rinse in it but I don't think it is being used and I use Cascade gel to wash them?

A heavy film can be the product of bad water conditions, bad cleaning action from the machine, incorrect/inadequate chemistry, and even water temps being too low.
Start by washing some of the dishes by hand to determine if the film can be removed. Use a quality detergent and some elbow grease. If film can be removed, test the machine for proper washing action. I like to do this by coating the inside of several glasses with mayonaise and placing them strategically throughout the machine. Run a cycle and ensure ALL mayonaise is removed. Is mayo removed? If no, check for plugged wash arm jets or screens. If yes, check for good water temps. 120F or higher is best, depending on machine type/model.
If machine is good and film is removed by hand, then you either have a water problem (water hardness, TDS, etc), a temp issue (raise temps above 120F), or a procedural issue (improper loading of wares, inadequate/insufficient detergent, too much food soil entering dishmachine).
