The tech is wright about the deflection board having a fault. This failure is found in the vertical deflection circuitry. The quote is the one that seems to be a bit high, instead of getting this TV fix; I would save that money to buy another TV. Good Luck.

7 blinks on the model above is an error code for faulty horizontal deflection circuitry. The B+ gone to excessive current that is detected by IC5007. Fixing this kind of symptoms needs technical skills on electronics to isolate the faulty parts. 7 blinks is an error code for "Horizontal deflection malfunction". This circuitry is the one generating high voltage for the picture tube and other voltages through the flyback transformer. Sad to say that this is not a DIY because safety precaution is a must working on this section to avoid further damaged and electric shock.
The flyback transformer, horizontal output transistor, fusible resistor, jungle IC must be check by a qualified TV technician to isolate where the fault came from.
I would advice you to ask for an actual estimate from your local service center for the service fee plus parts let say flyback transformer to determine how much money you are going to spend sending the unit in. Hope I helped you. Have a nice day! Thanks for using Fixya.
I had one of these in the 36" version blinking 4 times but it was not the vertical. It was the color amp ic at the crt board that was shorted and an open resistor. The repair for this, if my diagnosis is correct, should not be more than $100. Ask for an estimate though to be on the safe side. Thanks for using fixya.
These are sony error codes while in protection mode.
The 7 blinks means high voltage exceeded 33k volts ,caused by either horizontal or power supply circuits.
The 6 blinks code is for no horizontal deflection, and the 4 blinks code is for no vertical deflection.
So the one thing they all have in common is the power supply that will need to be repaired before you can use the set again.

error code 4 is vertical deflecton failure . replace the vertical deflection ic. and the electrolytic capacitors in the vertical circuit. Or if you are lucky just resolder the vetical IC and resolder th horizontal section too.
KV-32HS510 and KV-27HS420, seven times blink error code shows problem in Horizontal deflection circuit.
There are many possibilities like dry solder joints, weak capacitors, Horizontal transistor short or flyback transformer fried etc.
If you have little experience of TV repair and good solder skills and have necessary tools to test / check defective parts, then you can make it. you also need to have related service manual to see board location, schematics and part numbers.
