Acer al1916b high pitched noise when on standby.

My monitor is a bit weird. It works perfectly when the PC is ON but when the PC is OFF the LCD monitor makes a high pitch hissing noise coming from the back of the panel' I,ve checked the capacitor in the power supply and they all seem to be ok......any ideas....,

Sounds like you could have an open ground? Also might check the wiring to see if you have a faulty connection in VGA cable or power supply cable
