Howto:
Refit the USB cable into the port.
Plug the webcam into another USB port.
Use an external powered USB-Hub. Some USB ports on computers do not
have enough power to feed USB devices (this mostly occurs with laptops).
Try to install the webcam on another computer.

Device manager Click at the bottom of the tree on the + sign before

Select the first entry, right mouse click and click on
Update driver... Follow the steps to update the USB driver

Click on the tab

Update Driver.
Follow the steps to update the USB driver
Todo: (re)install the latest driver
HowTo:
Deinstall any webcam driver (Philips drivers or webcam drivers from other brands you might have installed in the past)
Cleanup the computer with for instance
CCleaner (select Issues (1) and click Scan for Issues(2). Fix issues if necessary)
Download and install the latest driver.
