The drain valve is leaking air and will not allow the compressor to build pressure should the drain valve be hand tightened because it feels like the valve is going to break when i use a wench

Hand tighten with a little snug from a wrenck. you mat need to take it out and clean it. rust and sludge is probably your problem. make sure you are taking out the whole thing, not just the part you turn to let out water.

Here are a few things to check, you may have already checked some of these.

Electricity...Compressors will run best with full 115Vot 15AMP/Or 220V electrical supply from a circuit, over the shortest electrical cord as possible.

Air Leaks..Place your ear close to the compressor and listen for air leaking, if you hear air that is not normal and means you have to locate and repair whatever it is that is leaking.
Check the air unloader valve... The air unloader valve will blown out air when you turned off the compressor, that is normal.
But it should not have air leaking out of it all of the time. If so then it is faulty and in need of repair/replacement.

Valves...If either the intake or exaust valves fail, breaks, or fails to seat, then your compressor will run 24 hours a day and never build up to the correct pressure for shut-off.

Gaskets...Check to see if your gaskets have failed.
You could have a gasket failure between the pistons and you will never know it because it shows no external air leak.
If this situation happens then the air will only cycle between cylinders and never build up the correct air pressure.
One way to check the gasket is remove the air filter, then put your hand over the intake.
If correct then it will suck you hand against the intake.
If the valve or valves have failed then you will feel the air sucking in and blowing out.

Your compressor shouldn't run more than ten to fifteen minutes before shutting off. The pressure should be posted on the machine somewhere ( a decal usually says xxxpsi). You evidently have an air leak somewhere. On the bottom of the air tank there is a valve for draining the tank of air and any moisture. Make sure to close that valve by hand only (Screw it in all the way by hand and remember, you are working upside down, so don't get confused as to which way to turn it). If the valve will not unscrew to drain the tank, you can use a pliers to loosen the valve to let the air out, but be sure you are turning it in the correct direction or you'll break the drain valve!! Now that you have the drain valve closed, turn the compressor on and watch the pressure gauge. When the pressure gauge reads the pressure on the decal, the machine should turn off. If the pressure gauge stops climbing before it reaches the specified pressure, you have an air leak somewhere. You can either feel for the leak at the air line connectors by hand or mix a dish soap and water solution the pour on the air line connectors to look for the leak. Keep the soap solution away from the motor!! When you find the leak, drain the tank using the drain valve at the bottom of the tank, disconnect the hose coupling that is leaking and wrap Teflon tape around the threaded portion of the male end of the fitting (3 wraps should do it) and reconnect the coupling ( tighten it well). Close the drain valve and start the compressor again. and check all fittings for leaks again.

The compressor only builds up pressure to 45 psi and constantly runs. The problem started after it was left on for 2 days straight.

Drain valve in Porter Cable air compressor

this valve works backwards, you screw it out to stop airflow. If that doesn't work, replace the valve.
