Sounds like a major update is needed on that computer.... if the updates dont cure your issues contact acer support at www.acer.com and see if their support team can help you ...

Ubuntu may not supports touch you must or must install our touch drivers which would had been given you with your motherboard cd when you buyed the laptop
if you plug usb keyboard onto your laptop it will probably turn the touch pad off.
If no other keyboard is attached there is usually a switch to turn off the touch pad.
also if you attach a mouse this may disable the touchpad so you dont move the mouse pointer when you are typing

If keyboard is not working then there is some issue with connectivity of the keyboard.
For touch pad there will be a Fn combination (Fn+f8 or Fn+esc ) and you can try pressing the combination simultaneously.
Did it shut off on the keypad? Sometimes things are being so frustrating that we forget that the keypad has a shutoff that can get bumped. Make sure it's on.
