No power Mistubishi LCD monitor V91

The LCD monitor Mistubishi V91 Does not turn ON I opened up and hooked up with DMM then applied power and the 5V & 17V reaches to 75% and goes to 15% and it repeat consistant, Even I unplug the connector from power supply to control/ processor board. I checked every component in power supply but i found nothing is looks failed maybe component fails under load. Power supply uses FET chopper. Anyone please suggest, Appreciated.
