Have you tested the batteries and also is the back up battery charged?
Is the CF card inserted correctly if so then time to visit your local photo shop!
1) clean the contacts battery very well 2) using wrong battery type, use alkaline only 3) batteries inside with polarities wrong 4) batteries with insufficiente voltage, insert GOOD BATTERIES 5) see the memory card is inserted in securely closed. Try it.Otherwise if the problem persist , problem with power supply +Syscom circuit associated., go to the repair shop for fix it. God bless you
Generally a fuse blows on these, on the DC/DC converter (psu ) board. This is situated on the front of the camera, fairly easy to get at just involves undoing loads of screws!! The fuse is marked "K", replace or short out with a thin piece of wire. May be caused by changing lenses with the power on, but not sure.
Watch for the charged flash capacitor though!!

To isolate the cause of the issue, we suggest that you do the following:
1. Turn off the camera. 2. Remove the lens, battery, and CF card. 3. Allow the camera to sit without power for approximately 20 minutes. 4. Insert a fully charged battery, and turn on the camera.
Does the "ERR 99" message appear? If it does, then the camera should be serviced. If it does not, then please proceed to the next set of steps:
1. Turn off the camera. 2. Insert the CF card. 3. Turn on the camera. 4. Format the CF card in the camera.
Does the "ERR 99" message appear? If so, then the CF card is the most likely source of the issue. Try using a different card.
If the message does not appear, please complete the following steps:
1. Turn off the camera. 2. Clean the lens contacts by gently rubbing them with a pencil eraser or soft cloth. Be careful that you do not let any debris fall into the camera body. 3. Reattach your lens. 4. Turn on the camera.
If the "ERR 99" message only appears when one particular lens is attached, then that lens should be examined by a service technician.
If you see the "ERR 99" with a different Canon lens attached, then the camera should be serviced.
I think the problem is that these cameras are very sensitive to the battery being taken in and out - if you leave the camera swtiched on, and remove and re-insert the battery, it can cause a very small fuse in the camera to blow. Always ensure the camera is switched to "off" before doing anything with a battery... You can fix it yourself if you are happy disassembling a very delicate piece of hardware!

If you are using a memory card then please take it out and then check if its turning ON.and check with the battery polarities and also check if they are compatible.it should work fine.
Please make sure the memory card is properly connected. Remove it and insert it again.
Check if the battery is properly inserted in the camera.
Remove the battery and wipe it with a dry cloth.
If your camera uses AAA rechargable batteries ensure the polarity is correct when you insert them in the camera.
