First, the condensor fan is only supposed to run when the unit is on. As for the one minute run, then needing reset...this sounds like a "safety out". The air conditioner knows something is wrong and tries to protect itself. Being low on Freon would take about one minute to register. Do you have pressure gauges? The low pressure side should be about 65 to 85 psi with Freon 22.

Shut off cleaned filter won't turn on may will after a day or so any suggestions?

Most thermostats and condensing units have delays up to 5 minutes if you shut a system down and then RN it back on. Is the blower running if you switch fan to on? Where did you shut it down at? The thermostat or breaker?

Condensing Unit runs however, my blower motor will not run

Have you checked all the limit switches you have rollout switches also take a meter and see if you have continuity across the switch if you don't then the switch is open. Some have reset switches but some don't if it has reset switches push the red button and reset it if it doesn't have a reset then you need to purchase one, you have a limit switch open somewhere. Is your thermostat on auto or fan on if its on fan on it will run all the time.

Why does my unit not cycle after installing a new blower motor?

First, when you say why doesn't it cycle, can you be more specific? Is the fan not running, always running and doesn't shut off, outide unit not running? What exactly is not cycling

Rheem air conditioner fan comes on ,goes off ,comes on but not all of the time reaches room temp then goes off

If your description is in a few minutes, It sounds like a loose wire. If it is the outside fan motor to which you were referring, it should have 3 wires. Find those 3 wires and trace them back to the control board and main contactor. check the condition of any connections and the condition of the insulation. Next, If it is the blower motor, do the same thing.
It also sounds like it could be the control wiring. The blower control wire is the green wire coming from the thermostat and going to the fan control board in the air handler. If you have a loose connnection in the thermostat and/or loose connnection for some splice in that wire, it could interrupt the control power to the blower motor and cause it to cycle.
If it is the condensing fan on the condensing unit, it is the yellow wire. Check the same criteria as green wire above.

As far as the last of your inquiry, the air conditioner reaches temperature then turns off is normal and is not part of the problem your having.
The only other thing I can think of without more information, If the condensing unit comes on and shortly later turns off, the question is whether the condensing fan comes on when the compressor turns on. I had a case today, both the outdoor fan and compressor would not run, but the main contactor was pulled in, and voltage was available. It turns out the dual capacitor was bad and the condensing fan had stopped running and the compressor was cycling on the inherent motor protection inside the compressor. Inside the compressor is a bimetallic overtemperature switch that helps protect the compressor from getting to hot. This is your probable cause and can be determined by checking the temperature of the condensing fan motor and the temperature of the compressor. If both are so hot your hand gets burned, you probably need an new capacitor and outdoor fan motor. If the compressor cools by turning it off, the inherent motor protection will reset if it has not burned out. If after deenergizing the compressor cool off and will not reset, the compressor will have to be changed.

Hope this helps.

My trane xe 1000 central air conditioning unit turns on and the fan os working, but no air is coming into tue house. The lines get ice on them outside. I left it off all night with no change in status

If you left it off all night and no air is coming out of supply registers then the blower motor is not running. If the system is getting frost on the suction line(the big copper line coming out of the outside condensing unit with rubber insulation on it) within minutes of turning the system on then that will confirm that the blower motor is not running properly.
Unless you are very experienced in working on air conditioning, i would call a professional to do the repair.
If the motor has to be replaced its takes an experienced technician to do it correctly.
It could simply be the run capacitor on the blower motor.
This is probably going to be a 5 mfd capacitor.
Turn off all power to air handler, remove service panel, set your multi-meter to mfd (microfarads),
place the leads on the connections on top of the capacitors securely for 5 seconds. You should read about 4.8 to 5, if not the capacitor is bad.
There are other possible problems that could cause your symptoms, but ultimately your blower fan is not blowing air.

Trane xe 1000 - 1/4 fan motor went bad - I replaced it with a used 1/3 from another trane unit - it had same wiring harness etc everything starts, runs, cools -cold air - but only for about 5...

Did the 2 fans have the same rpm. If there is not enough airflow through the outside unit the compressor will shutdown on high discharge pressure. Also make sure the fan blades are positioned right if there is a shroud for them. Did the other motor have a capacitor with it or did you use the 1 from the smaller motor. Sometimes the motor data plate will tell you what size capacitor you need. Let me know what you find.

Blower fan keeps shutting on/off,

Your blower fan turning on and off shows your thermostat is working. I am willing to bet you have the fan in the automatic condition. Check for a sticking contactor at the outside unit.
