No Signal - blue screen - cable input

I have direct cable hook up to 3 separtae TV's in house; TV workked fine for 1.5 years - then no signal; Tried different input source - finally got picture but no sound - just crackling static - by switching cable input to HDTV and reprogramming channels - Time Warner verified signals and says that the problem is in the tuner

i have a proview 3200 turns on but shows color lines and blue screen no siginal need help its a 2007
