Balboa VL700S control panel jets 1 not working

Your problem is going to be in the circuit board in the spa control box under the skirt.
You have a bad relay.

Balboa control board wiring for 2 pumps, no circulation pump though

I believe you are barking up the wrong tree.
If I understand you correctly, the pumps are backwards!!!
Pump #1 is always a 2 speed pump.
Pump #2 is usually just a 1 speed pump.
When the filtration cycle comes on, "Low" speed is supposed to be the speed that does the heating.
But when your pump is on high speed, the movement of water is creating friction and that will heat the water and provide you all of the error codes you have been experiencing.
A 2 speed pump is normally a "Circulation" pump.
as far as dip switch settings, there is a key on the label on the inside of the load box cover. It will be in a little table.

I have a Balboa WH-R576-DCAH. All controls seem to operate ok but no heat. Both motors seem ok, pulling about 5amps each. Not an expert but was able to manualy close the relay and cause the heater to...

If the pressure switch is jumped properly and you still are not getting a call for heat, then you are having a problem with the circuit board and it most likely is going to need to be replaced.

If the heat light is coming on but no voltage is going to the heater, this would also indicate a bad board.

You can find the 52213 circuit board online at: http://balboadirect.com/52213.aspx.

Hope that helps.

I have a 1999 Emerald spa that uses the Balboa controls. I recently took my 2 pumps to a motor specialist to rebuild them. I have installed them and now it seems like they do not work on the high speed. ...

Understand that this information isbeing provided as-is and without warranty or guarantee. As with allelectrical components and devices, all work should be performed by a licensedspa or pool technician. Serious injury or death can occur if a component isimproperly repaired or installed. This soundslike it could be an issue with the board but there is some testing that needsto be done to determine the actual cause. A spa technician will be required tocome out and verify the wiring to the pump and then typically start testingvoltages off of the board as the unit switches between the relays that controlthe speeds on the pump. There are several reasons the breaker can trip. It could bea bad pump, bad heater, GFCI or wiring issue.... Typically unplugging eachcomponent will help isolate which component is causing the trip. It is rare fora board to cause a breaker trip, so if all components (including both legs ofthe heater) are disconnected and the breaker continues to trip then you move onto wiring or the GFCI.
