Hi Pat.
If it,s an SD Type card. there will be a small plastic-tab at the side of the card. slide it in the opposite direction, to unlock-lock.
This acts as a write protection tab, similar to floppy-Disks.

My camara has a display that says Card locked >

There is a slide button on the side of the card. One direction locks, the other unlocks. If this doesn't work, make sure you didn't buy an SDHD card for a camera that only uses SD. The error message shows if it's the wrong card. That was my mistake last week.

CARD LOCKED

Pull the card out of the camera and slide the tiny slide switch on the card to the other position. All the SD-type cards that I have met have this lock on them.

DELETING PHOTOS ON OLYMPUS C-420L

To format the card:
1 Pressing the Erase mode button and the Flash mode
button at the same time sets the screen to the YES/NO
display.
2 Press the OK button to start formatting (the Card error
indicator blinks). Press the Erase mode button to cancel
the mode.
3 When the card formatting is done, the Card error indicator
goes off.
To re-format the card intentionally:
Press the Erase mode button and the LCD monitor ON/OFF
button simultaneously, with the power OFF, to set to the Yes/No display and then press ok.
