Question about GE Refrigerators
The flap that covers the dispenser is not shuuting off completely that is why moisture from the outside buildsup frost on the lip of the rubber cover. please check the flapper that it seals tight after dispensing the ice.

Based off what you have described you are having trouble with your ice dispenser not dispensing inside of your Frigidaire refrigerator and you would like to know the proper temperature setting. You may want to open the door of your freezer and check your chute to assure that there are no ice chunks or frost causing issues with your ice dispensing. When you push on the paddle do you hear a noise? If you do not hear a noise your auger could be bas inside of your icemaker. If you hear a noise and no pushing it could be a possible problem with the motor. It is recommended to have your freezer on a zero degrees for a factory setting. I hope this information is helpful.
