If they are wet then it is not drying, if they are damp then it is drying but the vent tube is restricted. Here are common problems for not drying:

between the two websites you should be able to repair the dryer, if I was guessing I would say thermal fuse, you can bypass the fuse and see if it heats, if it does then replace it as it is a safety feature and left bypassed will cause a fire. the common cause for thermal fuse failure is a restricted vent tube, clean the vent if it is/was the thermal fuse.
