There is no Dial tone and the lights are flashing. What could be wrong? What patrt inside could be wrong?

Unplug and and plug back the phones and see what happens.
SOURCE: bought phone EX18560 Series yesterday.
I have two older (2002) model cordless Uniden phones that require the handsets to return to their original factory bases. If they have rested on another Uniden base, even of the same model, there is no dialup tone. Replace to the original base and you should be back in service.

Unplug the batteries for 30-45 seconds. Reinstall, and attempt to re-register the handsets to the base.

Insure that the phone line is plugged in firmly. also, follow the phone line down to the other end (the end NOT connecting to your phone) and make sure that it is firmly connected there as well.

the main phone (secretary) is locked when you try to switch answering modes, it works fine but all the other office phones have the no dial tone and all the lights are flashing.
