The Ultimate Boot CD (UBCD) contains dozens of diagnositc tools, if you scroll down the page a little you will see a section for the BIOS, these tools will help you access and erase/change the BIOS password.
You will need to download the ISO and burn it to a CD.
Something changed your BIOS password, the only thing likely to have done that is some kind of malware, as I said before, what antivirus and malware scanners do you have installed?

If you've lost the bios password, you'll probably have to 'flash' the bios. If you feel comfortable enough, you can dismantle the laptop and remove the motherboard battery for several minutes, then replace it and reassemble the system, see if the password has been cleared. (Note: The motherboard battery is NOT the laptop battery; you have to remove both!)
Power unit off. Disconnect AC power. Remove battery. Remove the memory
cover screw, memory cover and the memory modules. Peel back the black
lebel back from memory module 1, I soldered PAD500 solder pads (to
short circuit them), install one memory memory in slot 2 and turned notebook
on, it erase the password and boot without asking for one. Then power
off desolder PAD500, replace mylar. Replace memory modules. Replace
battery. Power up unit, replace memory cover and screw. Whalá!! the
password gone, and you can enter to bios setup to set a new password if

In order to reset the BIOS password for your toshiba laptop, you need to bring the NB to the nearest Authorized Service Provider for Toshiba since only a certified Toshiba Technician can reset the BIOS Password. The technician will remove the jumper inside the laptop which is integrated on the motherboard and the BIOS Password will be reset. All issues regarding the BIOS Password are directly handled by Toshiba Authorized Service Provider.
