My web cam for my toshiba works on messenger but if i try start it anywhere else i get Cannot open file corona\start_bg.bmg. ive tried reinstalling driver and system restore i just want it to work... any help would be great

Go to support.toshiba.com and get the latest camera software on downloads.
Once you have downloaded the file, go to programs and features and uninstall the old one then after, re install the updated camera software. And by the way turn off the User Account Control off under user accounts. Hope this helps...

first you properly install the Web Cam Software, then you open the Yahoo messenger and again access the web cam. I hope it will work fine. sometimes yahoo messenger not access to Web Cam, that time yahoo messanger not working properly.
That is an image file, it may have been moved or deleted, looks like from the file path it's a background image. If you want a quick solution you could just re-install the software. If you're feeling techy go into MS paint (start,programs,accessories,paint) open a new image paint the background black and save it as a .bmp called start.bg then place the file in the Toshiba\corona voila you've replaced the file...
If your web cam is working on the unit itself but fails to open on chats or messengers, do this:
1. Turn off UAC (user access controls), it should be on control panel, user accounts. 2.Test your webcam if it would work now on chats, if not, proceed 3. Download the latest chicony web cam software on support.toshiba.com (you must select your exact model) 4.After downloading, go into programs and features on control panel and uninstall the camera software 5. Install now the downloaded camera software 6.Test your cam, it should work now
If you are trying to use live messenger 8 you may have to use the set up utility. Open Messenger, show menu, tools, audio and video set up. Checks webcam, mic and speakers. If it says webcam is being used by another application, check the taskbar. If there is a webcam icon there, right click and close. Hope this helps.
