I bought a HTC touch

I bought a HTC touch phone, and when i press the on button, the phone does not completely load. It stays stuck on the welcome message. What i exactly see is the windows logo and PDAVIET www.pdaviet.com. The phone does not progress to the main screen/ home screen.

please help. im also not sure if the phone has a reboot button. I also tried taking the battery out and putting it back in but still have the same problem.
