According to information provided by the manufacturer, holding the sync button down for a prolonged period does clear all synced devices from the Wii's memory. In order to "start from scratch" and resync your remotes, you'll want to do the following:
1) Turn the Wii off and unplug it for at least 1-2 minutes. After this time has elapsed, plug the Wii back in.
2) Turn the power on again, and press the "Sync" button on the front of your Wii console for 15 seconds when the "Health and Safety" screen is being displayed. This will clear all previously synced devices from the Wii's memory.
3) To sync a remote/accessory to the Wii, you'll need to press the small red button located just beneath the batteries. When you do so, the blue lights on the front of the remote/accessory should blink.
4) Next, quickly press the "Sync" button on the Wii console again.
5) After the "Player" LED light stops blinking and stays lit, the remote/accessory is synced and no further actions are necessary with that remote.
6) Repeat steps 3, 4 and 5 for each remote/accessory you wish to sync to your Wii.

Put four AA batteries into the battery housing located on the underside of the Wii Balance Board.
Insert a Wii Balance Board compatible game into the Wii system.
Select the "Disc Channel" on the screen with the Wii remote, and choose "Start."
Open the SD card slot to reveal a sync button on the Wii system. This is located behind a cover under the power and eject buttons.
Turn the Wii Balance Board upside down.
Remove the battery cover under the balance board to reveal another sync button.
Pres the sync button on the balance board, then press the sync button on the Wii. Do not hold down the buttons. You know it is synchronized when the blue light on the Wii Balance Board stays steady
Place the board on a flat surface directly in front of the TV. Face the power button away from the TV.
