Well it should be in the settings for the webcam somewhere. However for a quick fix you could install X2X Flip and Rotate which is freeware software (i.e. not costing any money)

Launch your logitech toolbar - start your webcam using the Quick Capture menu (2 film frames) with webcam running open Settings menu ( 2 gear wheels) Click on Advanced tab or Owl picture and change the orientation here.
If the video is still distorted - uninstall the software and download again Close all programs when uninstalling / downloading / Uploading
The Logitech QuickCam software has a setting for "up side down", did you try to change that? You should have a webcam icon in the taskbar notification area. If you double-click that you can open the QuickCam program and change the settings.
Try this, while the computer is running and the
picture is upside down, unplug the camera from the USB Port ,
wait a few seconds and then plug it back in. I have fixed several
that had the same problem by doing this.
