My hp ipaq 210 enterprise

my hp ipaq 210 enterprise handheld was working fine until I changed the regional settings from English (US) to French (France). The device prompted me to restart it, which I did, but upon restarting the hardware buttons (D-Pad, Voice recorder button, and the four front shortcut buttons) stopped working altogether. The power, and reset buttons still work as well as everything else on the device. I have tried resetting it, removing and replacing the battery etc. but the buttons still do not work.
