If the charging light is flashing then this indicates that the charger is okay. But if the camera is not charging still then one of two things could be the problem either the battery has not been properly fixed in its base therefore the power being supplied by the charger is not sufficient enough and therefore the battery does not charge.
On the other hand the battery could have run out of juice completely therefore not be able to retain power anymore.

MINOX DSC flash not working

From the manual (which you could have consulted yourself, I would have thought) :

Charging the battery in the flash module (DSC Flash). Use the provided power supply cable (mini jack to USB) to connect the flash to the USB port of your switched-on computer. Charging commences automatically.
To charge the battery of the flash module without the computer you can use an optionally available power adapter.
A green LED lights up while the internal battery is charging. Charging is complete when the green light goes out.

Fast flashing green light when trying to charge

usually fast flashing charge is faulty battery its trying to get volts in to the battery. you see the battery has a charging board on the battery not in the camera the camera sends the volts to the battery and the battery tells the camera its voltage, and when at the right volts stops charging. but these batteries can only be charged to around 10000hrs depending on the type of battery. you see when you get a new battery you need to charge it before use, now this can be 6hrs to 12hrs for fist time use if you interrupted the charge or have a power cut while it charges it can damage the charging chip in the battery. if this does the flashing light on other batteries then the signal is not being read by the camera and the camera can be faulty on the charging circuit, usually (sometimes) removing the battery for a few hours can fix this but it will rest the camera. hope this helps you.

Orange light flashes on when turn on Olympus c-50 zoom camera and orange and green lights in upper left corner blink when try to take pictures. Won't take any pictures

The flashing Orange light means the charge is flashing.
The flashing Green light means the focus and exposure are not correct.

Have you recently replaced the batteries? Or are you using rechargeable batteries? Lack of enough "Juice" could allow for the flash to not charge up (Orange) therefore not allowing the camera to get the correct exposure (Green). I would try new fresh batteries or a new battery pack. If that doesn't fix the issue it must be a bad circuitry in the body that is shorting not letting the flash charge.

Battery wont charge

This camera not charged via PC, you can charge the battery only with wall charger(comes with box).When camera is plugged to PC, you can´t use it as a camera, only as a memory card.You can watch your stuff in PC( PC recognise a camera as a flash memory, no more).

So, this is normal..Charge your camera with wall charger(Full charge Red light not flash!, if light flashed camera is charging) Unplug and use as usually!

Flashing lights

This sounds similar to a problem I had. I brought the camera in under warranty and the repair shop fixed it. They shop text is cryptic.
Problem: Camera light keeps flashing, not charge
Solution: Troubleshoot to intermittent switch block control, replace with new one, test OK.

Kodak Easyshare Z760 orange light flashing

The flash does not charge separate from the rest of the camera. Try cleaning the flash sensor on the front of the camera or the flash led may be bad.

Secondly, this light functions as a flash sensor which is trying to tell you that you need to use a flash although you may have the flash manually turned off. looks like a bolt of lightning with a circle/slash through it.
