When blower speed does not increase even after complete cleaning ans service has been carried out usually two factors can be attributed to it. The first being the trigger control being out of place therefore not transferring the increase request to the fan or the fan motor being weak as a result of wear and tear. Usually due to old age the fan motor would reduce its speed if this happens to be the case then a replacement fan will be the best solution.
Although there is the off chance of the power which is supplied to the fan to be insufficient therefore low blowing power will be supplied. Check on these and get back to me.

Is there a throttle cable connected to the trigger that opens the throttle plate or carburetor plate?

i have put clean gas in and changed spark plug, clean air filter, put new gas filter in and cleaned everything i can think of it starts great , idles great, but when i squeeze trigger to increase air flow it slugs down and almost stalls
