OSD lock - I think

I have a 2002 eMachines monitor, eView 171, and I think the OSD screen is locked. It's a small, blue area in the middle of the screen with icons in it, one is OSD. I have no idea how this happened and the solutions I've found online indicate the Menu button is to be held in for 10-15 seconds but I don't know where the Menu button is. There's no Menu button on the front of the monitor, just OSD, brightness, and something called adjust.

This screen will appear when the computer is off and I uplug, then plug in the power source to the monitor. When I then turn on the computer, the monitor turns off.
