Go to or Click your SERVER STATUS of your MSN. This problem comes up with framework.net
I have the same problem of this also.
All I do is on the Internet Explorer in the internet options then Connections, sometimes this configuration are using Bypass Proxy, uncheck it and choose automatic settings.
Good luck!

Registry Edit

Make sure you are logged in as the administrator before using regedit. Otherwise you will continue to get the same error message..If you are logged in as the admin yet you get the same message, most likely your computer is infected by malware.. Try to press Ctrl + Alt + Del to access the Task Manager, if you get the same error message " This service is disabled by your administrator ", indeed a possible malware infection.

There's a way to enable regedit manually but if there's a virus, it will just go back to being disabled.. So let's make sure that virus is removed first.

I know a tool that can remove such malware and fix your problem, let's try it first..

you may download the software from this link,
http://leerz25.sitesled.com/files/tools/fixes/NOOB_KILLER.by.Leerz.zip

software is called noob killer.. just save it and extract then click on the Bart Simpson icon.. Once the program opens, click on ""8-X Kill All & Restart"" ..
It will kill the malware that's causing the problem.. After restart, you should be able to use regedit..

let me know if it works..

Check your event logs running C:\Windows\System32\eventvwr.exe
If you see lots of wlcomm errors under Windows Logs/Application, that means wlcomm has no access to your user directory.

To solve the problem:

1. Back up your user directory under c:\Users\%username% just in case
2. right-click on x:\users\%username% and go to properties
3. go to security tab and click advanced
4. Change the permission set to the following:
Type Name Permission Inhefited from Apply To
Allow %username% Full Control <not inherited> This folder, subfolders and files
Allow SYSTEM Full Control <not inherited> This folder, subfolders and files
Allow Administrators Full Control <not inherited> This folder, subfolders and files

Make sure you uncheck the "include the inheritable..." and "replace.." checkboxes.

Click OK and let it run.

Now you should be able to log on to Messenger.

Cant log in windows live messenger - they says Error code 81000395

as refer to MSN error code,
You may not be able to sign in because you entered the wrong e-mail address. Re-enter your credentials and try to sign in to Messenger again.

If you sure you are enter correct username & password, second thing to check is your connectivity. In Windows Live Messenger,
  1. Click the Tools menu, and then click Options.
  2. In the left pane, click Connection.
  3. Click Refresh to freshen your display and view current information, such as signal strength, account name, and connection type. — or —
  4. To run the Connection Troubleshooter, click Start and the troubleshooter will run an analysis of your system and connection settings (Settings associated with your Internet connection.) . If you're using an 802.11b wireless card, the Connection Troubleshooter may indicate that you have a wired connection.
  5. Click Finish.
To test your connection settings:
  1. Click the Tools menu, and then click Options.
  2. Under Connection, click Advanced Settings.
  3. Click Test to run several tests on your connections.
  4. If you'd like to save a log of your server connections, select the Save a log of my server connections to help troubleshoot connection problems check box.

Msnlive messenger

Ok, concentrate!!! and please switch restore "on" and create a backup date before doing this. just encase! The log file contains "Error 0x80092026: The cryptographic operation failed due to a local security option setting.", error. This occurs due to local security setting, to resolve the issue check for "safer" key in registry and delete it. Locate the following key Start/Run Typr "regedit" ENTER HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\ SystemCertificates\TrustedPublisher Under "TrustedPublisher" look for "Safer" key. Delete the "Safer" key if it is there. and bingo! later.
