Since it's a carb, the fuel pump should be on the engine. Depending on the make depends where it's located. But that dose sound like the cause of it.
Prime the carb and see if it starts for about 3 seconds. If you can manually get it to start, the problem is in the fuel line most likely the fuel pump that is in the gas tank. The fuel filters do not just plug up without notice but the fuel pump will go in a micro second. Here is a tip...........always always always keep a 1/4 tank of gas or more in the gas tank. The fuel pump inside the gas tank stays cool due to the fact that the gas cools it. This helps extend the life of electronic fuel pump.
