58 volts is not enough to run a compressor either your meter / reading is wrong and there should be no voltage on compressor terminals when disconnected .

Uaka 024JAZ condensing unit comes on, fan and compressor start up, fan remains on, compressor shuts off in appx 1 min , pressures appear to be headed to normal op range. I did not see a run cap for this...

This unit uses a dual run capacitor. There is no start capacitor involved.

The dual run capacitor is possible weak, also check all the electrical connections for tight fitting connections with can cause motor/compressor overheating.
To test a capacitor properly you need the proper test meter capable of reading uf readings(within 6% of the stated rating on the capacitor) "C" common to "F" fan and "C" to "Herm" terminal, the higher rating for compressor and the lower for the outdoor fan. [(example= 25/3uf 370v) 25uf=compressor, 3uf=fan motor.]

Ive installed a new capacitor on my 3ton unit, now the breaker keeps flipping.I think i may have my capacitor wires cross! please help!!!!!!!

A cap for just the comp, one wire form the contactor to the cap and the other wire to the comp, there should be a wire diagram. if it is for the fan and comp it will be lable fan, com, comp. one wire3 from the contwctor to common, the fan wires one to common and on to the fan side. The last on for the comp

If the fan and compressor are both running and no cold air

are you sure the compressor is operating, can you hear it cycling over the noise of the fan???if its not its probably got one of 2 things wrong, rapid cycling or no comp operation: low refrigerant, no start condition: capacitor or contactor

A 5 ton condensor 12 year old drawing about 33.3 amps it's tripping 40 AMP RATED BREAKER. i't cooling kind of o.k. when it works blowing a temp of about 58 degrees with 95 ambient.

33 amps sounds high, try amping out the compressor by itself then compare to nameplate FLA for it. Make sure the condenser (outdoor) coil is clean, between the fins too, and make sure your fan is running ok while comp is on. Sounds like the bearings in the compressor are giving you problems, A high amp draw on the comp will tell you that. If the comp bearings are bad, you should check your charge, make sure your filter, indoor coil and fan blades are clean, those being dirty can cause a situation where liquid refrigerant gets into the comp, causing big problems.. If you do find the comp bad, I suggest you get a new one lined up before you are stuck in a hot house.
Good Luck
