Look for bad caps with domed tops, replace them in a set.

If you are going to DIY and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed ACER monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums

Power on and monitor goes to sleep mode

You need to try it on another PC, alos verify if the VGA cable is good. If nothing change, then you need to open it up, first thing to look for are the capacitors in the power supply. Look for cpas with bulging top/seal, see example of failed monitors here: http://s807.photobucket.com/home/budm/allalbums

Screen comes on but immediately goes blank

check if all your cables are plugged into the pc... if so then plug monitor in another pc and check monitor... if monitor works then video card on original pc is shot... if monitor does not work then monitor is shot...

Try to reconnect the power cord and the vga cord of your monitor. Please be sure that it is properly connected.

Acer AL1917 Monitor does not start up immediately.

You'll need to have your power board -inverter redone.
The capacitors are starting to fail and that eventually will stop it all together.
I repair many monitors through ebay with these types of problems.
If you take it apart and send me a picture, I can usually see the problem areas.
