No, a Xbox 360 Wireless Adapter is not required to access, and set up Xbox Live, but you will need an internet connection. If you are close enough to a modem or router, you can buy an Ethernet cord, and plug it in to both the modem/router, and firmly into your Xbox 360 console. You will either need the Xbox 360 Wireless Adapter, or the Ethernet cord. Ethernet cords are very cheaper, much cheaper than a Wireless Adapter, but the Wireless Adapters are much or easier to reason with. So choose wisely with money.
If you have a Windows PC, you can connect the Xbox 360 to it with an
Ethernet cable and then plug the modem into the PC. Windows Internet
Connection Sharing then lets you share the mobile broadband connection
with the Xbox 360.
Unfortunately, the NAT settings for mobile broadband services are
controlled by the provider. This will affect your ability to connect to Xbox Live or play games with other people.

wour XBOX 360 has no modem therefore a phone jack will not work you need an Ethernet sable (cat 5, 5e or 6 with RJ-45's on each end) <----- too descriptive sorry you need high speed internet not dial up you can use dial up but the converters are rare and not good for gaming.
