1.Click Start, click Run, type intl.cpl in the Open box, and then click OK.
2.Click the Languages tab, click to clear the Install files for East Asian languages check box and the Install files for complex script and right-to-left languages check box, and then click OK two times.
3. Restart the computer.

?Test your PSU or replace it if your power supply units fan is not working your PSU is faulty
One bad lead can cause a computer to continue on a cycle or to shutdown
Test all leads that attach to your hard drive including electrical extensions,IDE,SATA
the leads from your motherboard to your hard drive make sure they have a secure connection and are not faulty or just replace them there probably old and faulty

heres a tip
then click start run type cmd then type chkdsk/r/f which will scan for and attempt to fix any bad sectors automatically fix any corrupt files on your hard drive then defragment your hard drive you have to keep a computer very clean & free of dust and give it regular maintanance
as for the mouse control panel mouse you should see 4 tabs buttons,pointers,pointer options and hardware under hardware you can troubleshoot or select properties under driver you can update driver,rollback driver or uninstall and under hardware you can troubleshoot
then control panel mouse you can speed up the mouse and under pointer options you can also speed up the pointer
