SOURCE: enabling USB ports on Dell monitor
On the back side of the monitor, next to the power connector, you'll find a USB "B" connector (the boxy, square one) You need a USB A-to-B cable to connect your PC to the monitor, not a male-to-male (A-to-A) cable.
Hook that up, and you should get the boo-deep sound from your PC as it adds the new USB hub that's inside the monitor.

The big question is do you have the USB uplink cabled from the monitor, connected to a USB port on the system?

Item #5 needs to be connected to your system's USB port via a USB cable. The ports on the monitor are just a USB hub.

what connection do you use?
if this only happens when you browse web pages with java or dynamic content or when yo play games check in your graphics card drivers that you have not forced
anti-aliasing, try also updating direct x

you have to connect the monitor with a usb cable to your computer, then you can use its usb ports, it's just a hub.
