I have been to the store 5 times and called my carrier 4 times. Each blame the problem on the other.
Problem: Can not receive e-mail. The error on the phone (This message has not been downloaded from the server.) Can you please tell me what the problem is? I use Outlook Express.

If the sound and vibration work but only for a short time try setting the actual sound vibration settings to a longer setting. Instead of vibrating/beeping for 1-2 times or for a few seconds set it to 4-5 beeps,vibrates. Check the manual for this settings location on the phone.
I have had this issue with the iPhone 4 and 5. It all comes down to the carrier. I unfortunately have At&t and for that note the cell phone coverage is bad at my house. The iPhone 4 and 5 have a few glitches, in the sense that the antenna is only on top and side. The New iPhone 5c and 5s have three antennas and the call are almost never dropped. If they are it is due to At&t service. Call At&t or your service provider and ask them to rest the service on there end. They will reset your phone to their systems. Usually this works. If not ask them about the closets antenna and if it is down or being worked on.
That happened to be the case last year for me at my home. Once they fixed the antenna I got all my calls and never missed ever since. I hope this helps. Best of luck.
make sure your call fowarding is turned off as this is a very common reason for the problem, if that is fine it's most likely not a problem with your phone rather a problem with the service which can be resolved by contacting your carrier's customer service hotline
what carrier are you with? a lot of times this is caused by signal strength or it could also be a phone defect. i would recommend calling your carrier and having them troubleshoot the phone with you over the phone.
