Hi there,
do you still see the compaq logo and does it show you the windows boot up screen before it goes blank?
OR
do you see anything on the screen at all after pressing the power button?
Check if the laptop is receiving power. If it has power and you can't see anything on the screen it could mean that the LCD assembly or the Video card of your laptop is bad.
If it goes to the compaq screen and then to windows logo before going out, try booting into safe mode and once there uninstall the video driver from the device manager because that means the resolution was set to something higher than the display could handle.
If it restarts after showing the compaq screen try reseating the memory, hard drive and wireless card of your computer put them one by one and try turning the compter on after each part you put back to check which component is point of failure.
Otherwise you have a bad motherboard and it may have to be replaced.

keep pushing f2 f2 f2 f2 then page comes up change boot format to a f12 boot format.

old dog compaq (no OS stated, XP?) even windows 2000(omg)
nc 4000, circa 2003 it will not ever run with no ram. ever.
1 stick at a time is the test in bank 0
first off its what. a note book.
take out the battery and leave it out , they like to short.
so what does the screen do?
you did not say its 100% dead all time
no text ever
no HP logo , no Compaq logs.
dead 100% and fan runs? vents not blocked, in lint
seem the HP logo is there, so that means BIOS is alive.
logo yes...
HP logo comes out of BIOS, not the OS.
so do the BIOS hot keys work , that is next.
OS running if vastly more complex.
your service manual states hit F10 for bios. (esc, and F2 per manual)
Omg 2, it has floppy drive, wow, not seen one in a decade.

amazing HP still supports this old dog, not sure why. over 10 years.

I boot to a CD that has linux live on it, see system work perfectly?
sure. if it does that means the OS on your HDD is bad or
the HDD is dead.
so what next if true.,
my guess is support ends 2018 (xp last +10 = 18) my calcs.
get the software and manuals now while the clock does not time out. hint, hint
so what next the service manual has flow chart.
so it says, if floppy boots then the HDD will not.
that you need to test the HDD but shows no ways to do that.
FDISK it shows, (sad that)
you need to run hdd tests. we use knoppix boot to do that
if that passes we reload your OS. from scratch.
i build this or keep one handy at all times. (mines on a USB stick)

Did it display any video at all with boot options or HP logo? Any POST test or beeps after you started the laptop?
Try removing the power ac adapter and battery. then only boot it up with just the AC adapter (no battery).

If you mean after the computer performs the self test the screen goes blank and stays blank, eventually turning off you are having a hard drive problem. When the computer boots you should see an E-Machines logo and/or a self test on the screen. That is done by the motherboard as part of every boot up. After that the motherboard passes control to your boot device and loads your operating system. If your computer stops booting at that point, your boot device is not working properly. That could be caused by many things - virus, hardware failure, power outage. If you really mean you see nothing at all on the screen when you press the power button your computer simply is not working at all. Open the case, blow all the dust out of it and reseat all components you can, then try again.

just tell bios to blank the screen on start up then go into windows and see if in the display section you can stop the compag logo from going on, and also have a blank screen for your screen saver.

its may ur cmos battery problem u can replace ur cmos battery and check that prolem

Its inverter or mother board problem power which passes to backlight is cutting off because of over heart (over heart of some IC).
