If the refrigerator isn't cool, you need to answer some questions, then see if the compressor is running.
First, answer these questions:
Is the refrigerator completely dead? If so, see “It's stopped completely.”
Is the thermostat knob turned to the proper setting? If not, reset it.
Next, see if the compressor motor is running
compressor is a football-sized case with no apparent moving parts. It's
on the outside of the refrigerator at the back near the bottom. If it
is humming or making a continuous noise and your refrigerator is still
not cooling, there may be a more serious problem with one or more of
several different components, we recommend contacting a qualified
appliance repair technician for further help.

If the garage is unheated and the garage temperature is below 50 deg F this is the reason that the freezer is not able to freeze. A refrigerator is designed to work in a heated space. The thermostat is in the refrigerator compartment while the cold evap coils are in the freezer compartment. The fridge thermostat is typically set to around 40 deg F. When the fridge is in a colder environment, the compressor does not need to work that hard to get the refrigerator to temperature. But the freezer on the other hand, will be above freezing.
To fix this, there are garage refrigerator heater kits available, for just this situation. They are placed in the refridgerator compartment to heat the thermostat. This causes the compressor to run longer, and thus maintain the freezer temperature better. You could get one of these heaters or you could put an light bulb in the refrigerator to do the same thing as the heater. Remember to use a regular light bulb, and not a cfl or led light bulb, they won't generate enough heat. Also remove the light bulb or heater in the warm months unless you want a higher energy bill. Your freezer fan has probably quit. On most refrigerators the freezer is the only compartment actually cooled by the compressor and coils. The refrigerator compartment is feed cold air from the freezer compartment by way of a small fan. If you have you refrigerator turned all the way up and the door open you should here the fan running and be able to feel air moving somewere in the refrigerator compartment.
Honeywell compact refrigerator model # 88031 making a clicking noise, not cooling, interior light blinks, and the fans in back are not working properly....seems as if it's not getting full power. worked fine for about a year and justed stopped.
i replace the evaporator fan, this fan problem is hard to diagnose because the fan will spin but not fast enough to circulate the chilled air thru the freezer and the refrigerator. The minimum cost to repair/replace is around $300.00
