This all depends on exactly what you want to do with it. If you want to restore it back to "factory settings", i.e. how it was when you bought it, then most laptops have a recovery partition. You access this by pressing a certain key during boot up. Your laptop manual will tell you exactly which key. If you don't have a manual, go onto the manufacturers website and download one. Once you have accessed the recovery you just follow the on screen instructions. However, make sure you back up any documents, photos and data first as they will be erased in the recovery process.
If you want to load a new operating system, insert the dvd or cd disc and boot up. Hopefully the laptop should boot from the cd/dvd. If it does not, there will be a key you need to press on boot up to change the boot order - again the laptop manual will tell you which key to press. Once again, you just then need to follow the on screen instructions. The new operating system should give you the option to format the hard disc before installation. Again, make sure you back up anything you want to keep before doing this!
