Why is my samsung flat screen monitor black when turn on

Most likely culprit is a defect in the the power module (inside the monitor). Most failures are because of bad electrolytic capacitors.

Do a search using Google and type into the box (the Great Capacitor Plague). Read all about it.

HP rp5700 appears dark and its not the touch

Disconnect the monitor cable from the computer tower, turn on the monitor, if no display available, the monitor gone bad, else if getting message " Check video cable", either the data cable for connecting the monitor to the tower needs to be changed or the motherboard needs to be tested thoroughly.

Black screen with AGP video card update

you really didn't need a new psu for that videocard, but it can either be a burned videocard or the monitor can't support the refresh rate the videocard is outputting.  although, the card really should default to its lowest setting upon installing in a new system, try connecting another monitor.  if you get a screen, thats good, if not, try booting into safe mode holding f8 right before the windows loading screen appears.
